Check that the paperwork identifies the puppy you are discussing. A photo or a verbal description cannot fill a gap in a dated record. Keep named-parent screening separate from the puppy’s examination. Ask which reports are available, how they identify the dam or sire and what each result addresses. Save explanations alongside the records so another caregiver can understand them. ## Read the terms before arranging a handoff Confirm who is selling the puppy, who will answer questions after placement and which written agreement applies. Keep the exact price, reservation conditions, disclosed concerns and any applicable written health terms together. Ask what happens if the puppy’s readiness or the receiving plan changes before travel. A planned visit or conversation is a chance to clarify evidence, rather than a substitute for it. Ask what access can actually be arranged and which documents you can review beforehand. Compare the written answers without assuming that a local address, an attractive nursery photo or a particular appointment format proves the quality of a program. ## Check baseline entry and rabies requirements Clemson Livestock Poultry Health’s [dog and cat import page](https://www.clemson.edu/public/lph/ahp/import/canine-feline-ferret.html) lists a CVI valid for 30 days, proof of rabies vaccination and restrictions concerning rabies exposure or quarantine. It directs readers to additional emergency requirements. A baseline summary does not establish a young puppy’s eligibility or override an active order. Have the issuing veterinarian and Clemson confirm the actual age, vaccination status, origin, purpose, dates and requirements before booking. Check the carrier’s conditions separately. For continuing care, [South Carolina DPH](https://dph.sc.gov/diseases-conditions/infectious-diseases/animal-borne-diseases/rabies/vaccinate-dogs-cats) explains current rabies vaccination and accepted multi-year vaccines. Keep the certificate and tag; ask the receiving veterinarian about the puppy’s lawful care plan. ## Have the veterinarian confirm the NWS branch Clemson’s [New World screwworm movement page](https://www.clemson.edu/public/lph/ahp/nws/nws-movement.html) distinguishes unaffected states from affected states, then the animal’s origin inside an infested zone, an adjacent surveillance zone or outside both. Do not assume Utah’s current classification. For an infested-zone origin, the companion-animal branch adds accredited inspection, South Carolina and origin-state permit requests at least 48 hours before movement, an ICVI issued within five days of inspection with the required statement, and species-appropriate FDA/EPA-approved treatment effective during movement and recorded on both permits and the ICVI. The adjacent-zone branch uses accredited inspection and an ICVI issued within seven days of inspection with the statement. Outside both zones within an affected state, normal requirements and the NWS statement still apply. Those five- and seven-day descriptions concern certificate issuance after inspection, rather than universal arrival deadlines. Confirm the final local access and receiving arrangements too. A map does not guarantee an arrival time or an open road throughout the journey. Agree on delay updates and who can receive the puppy if the original adult becomes unavailable. Keep care instructions, records and veterinary contacts accessible to that person. Arrange the receiving veterinary appointment and ask about its timing.
