# Pennsylvania Puppy Homecoming Checklist

Before a puppy travels to a Pennsylvania home, confirm the individual records, current entry requirements, licensing and responsible adults. Connect the paperwork with the actual journey and the care ready at the receiving home.

Sage Puppies is Cassie Milar’s South Jordan, Utah program, founded in 2025. We offer Havanese, Havapoo and Cavapoo. Pennsylvania families can discuss an individual match and feasible homecoming arrangements with Cassie while preparing for a possible journey from Utah.

## Begin with current puppies, price and feasible arrangements

Sage’s general puppy purchase range is **$3,500–$4,500**. Confirm the selected puppy’s price with Cassie. Travel and ongoing care are separate; guardian arrangements have their own terms. Read [Pricing & Reservation](https://sagepuppies.com/pricing-reservation/)
 and [How It Works](https://sagepuppies.com/our-program/how-it-works/)
 before committing.

[Start your application](https://sagepuppies.com/application/)

Open the [available puppies](https://sagepuppies.com/available-puppies/)
and read an individual profile. Listings can change, so ask about status, records and possible fit. If your preferred breed has no current listing, discuss future plans. An [application](https://sagepuppies.com/application/)
starts the conversation; it does not reserve a puppy or establish a go-home date.

## Check the accepted health certificate and rabies requirements

As checked October 15, 2026, [Pennsylvania’s dog-entry rule, section 3.91](https://www.pacodeandbulletin.gov/Display/pacode?d=&file=/secure/pacode/data/007/chapter3/chap3toc.html)
, requires a health certificate accompanying the dog and addresses disease, exposure, origin and rabies requirements. It includes rabies vaccination requirements for dogs over three months old.

The [Department of Agriculture’s import page](https://www.pa.gov/agencies/pda/animals/bureau-of-animal-health-and-diagnostic-services-bahds/animal-exhibition-and-movement-rules/domestic-animal-import-requirements)
directs owners to an accredited veterinarian for a certificate of veterinary inspection, or CVI. It says APHIS Form 7001 is no longer accepted for Pennsylvania interstate movement.

Have the issuing veterinarian and department confirm the accepted certificate method, timing and requirements for the actual puppy’s age, origin, history, purpose and travel date. A general certificate period or a temporary-visit exception does not establish eligibility for a puppy moving to a new resident household.

## Include the current dog-specific screwworm check

The department’s linked [July 8, 2026 quarantine order](https://www.pa.gov/content/dam/copapwp-pagov/en/pda/documents/animals/ahdservices/diseases/documents/new%20world%20screwworm_iiqo.pdf)
replaces its earlier June order. Section 4.d specifically addresses dogs and cats originating from, or present in, a state with an infested zone within seven days before Pennsylvania import.

For those covered histories, it requires a CVI issued within seven days before entry or transit, with the specified inspection, movement and treatment dates, purpose and a government-issued serialized number. It also requires authorized systemic preventive treatment effective within its labeled duration at entry or transit, with the product, date and route recorded.

Ask the issuing veterinarian and department to check the actual movement history and current restrictions before booking. Use the [current agency information](https://www.pa.gov/agencies/pda/animals/diseases/new-world-screwworm)
and linked order together. Treatment decisions, documentation and movement authorization belong with the appropriate professionals; a generic no-permit statement does not resolve this check.

## Arrange the county license at purchase or adoption

Pennsylvania’s [licensing guidance](https://www.pa.gov/agencies/pda/animals/information-about-dogs/dog-owners/dog-licenses)
 and [notice for 2026](https://www.pa.gov/agencies/pda/newsroom/agriculture-department-announces-dog-license-for-2026-available-)
explain that dogs must be licensed at purchase or adoption, with eight weeks the earliest legal transfer age, or at three months if ownership has not transferred. Arrange licensing as part of the acquisition plan.

Use the official county-treasurer route to confirm the current fee, license type and application requirements. Annual licenses expire December 31. Lifetime licensing has permanent-identification requirements; a microchip alone does not replace a license. Licensing, vaccination, the CVI and purchase agreement remain separate responsibilities.

## Confirm receiving care, records and responsibilities

Choose a receiving veterinary practice and arrange the first appointment according to the agreement and veterinary advice. Keep the examination findings, disclosed concerns, vaccination and treatment history, CVI, agreement and follow-up contacts accessible. Match the records to the puppy and clarify discrepancies with the issuer.

Ask who handles questions before and after homecoming, what each adult is responsible for and how a change in timing is communicated. Use [Health Testing](https://sagepuppies.com/about/health-testing/)
to prepare questions about the actual reports. Parent screening and the puppy’s own examination answer different questions.

## Check the whole journey and agree on delay communication

Discuss feasible [Delivery & Pickup](https://sagepuppies.com/delivery-and-pickup/)
arrangements with Cassie before booking. Include every transfer, the adults involved, costs, records and care during delays. Confirm the actual carrier and travel setup with the responsible professional.

Use [511PA](https://www.511pa.com/)
, the forecast and official closures for the actual route and date. [Ready PA](https://www.pa.gov/agencies/ready/get-prepared/winter)
recommends checking the route, having two ways to receive alerts and preparing for changing winter conditions. [PennDOT’s preparation guidance](https://www.pa.gov/agencies/penndot/traveling-in-pa/winter/winter-preparation)
includes supplies for pets traveling with the family.

Agree who provides care and updates if timing changes. A statewide road resource cannot establish every local street’s condition or guarantee a future arrival time.

## Prepare supervised winter access and indoor rest

Walk the actual supervised toilet route and decide who maintains access when ice or snow changes the day. Keep the indoor rest area, towels and care supplies ready. [Cornell’s canine winter guidance](https://www.vet.cornell.edu/departments-centers-and-institutes/riney-canine-health-center/canine-health-topics/winter-safety-tips)
explains that cold tolerance varies with age, size, health and coat. Ask the veterinarian about the individual puppy’s needs.

Supervise outdoor time and adjust to the conditions and puppy. Clean paws after exposure to salt or deicers according to veterinary guidance, and raise concerns promptly. A breed label or an assumed clothing fit cannot establish a fixed safe outdoor time. Read [Early Development](https://sagepuppies.com/about/early-development/)
and discuss the handling routine your family will continue.

## Name the backup caregiver and responsible next step

[Ready PA’s pet-inclusive planning](https://www.pa.gov/agencies/ready/get-prepared/make-a-plan/include-everyone)
includes accessible supplies and an actual receiving place. Name an agreed backup adult, share instructions and contacts, and confirm where the puppy can stay if the usual home is unavailable. Check the destination’s current pet arrangements.

, [Havapoo](https://sagepuppies.com/breeds/havapoo/)
 and [Cavapoo](https://sagepuppies.com/breeds/cavapoo/)

for household fit and written terms. Describe your receiving plan and timing flexibility in the [application](https://sagepuppies.com/application/)
, and use [puppy guides by state](https://sagepuppies.com/puppy-guides-by-state/)
 for another receiving home.
