## Assign the city license and building-permission tasks

Check the rules for your actual address with the person responsible for the property. A lease, condominium agreement or building policy may affect permission, shared entrances, lifts and common areas. Resolve open questions before committing to a puppy, and keep the answer somewhere both the daily caregiver and backup adult can find it.

Philadelphia has its own licensing route through ACCT Philly. The [city’s dog-license page](https://www.phila.gov/services/permits-violations-licenses/get-a-license/get-a-license-for-your-dog/)
 directs owners to obtain a license within 30 days of getting a dog or moving to Philadelphia. Use the current instructions for your city address rather than assuming a neighboring county’s process applies.

[ACCT Philly](https://acctphilly.org/dog-licensing/)
 describes online and mail applications and the rabies-record or veterinarian information it requests. Assign one adult to confirm the steps that apply to the puppy’s age and records with ACCT and the family veterinarian. Keep the licensing task separate from updating a microchip contact registry; finishing one does not establish that the other is done.

## Walk the whole route from your door

Before homecoming, trace the shared hallway, stairs or lift and each door between the puppy’s rest space and an appropriate outdoor spot. Consider how one adult will manage the puppy, keys and doors, including when another resident or dog approaches. Agree where supplies will live without blocking shared space.

 require a leash six feet or shorter and cleanup after pets. Leashed dogs are permitted on Parks & Rec property except posted animal-free areas. Read the signs at the actual destination; a nearby playground, ballfield or garden is not automatically a dog-access area.

Ask the puppy’s veterinarian about suitable exposure and potty options. A permitted park or fenced dog run does not establish an individual puppy’s readiness for group contact. Have a weather-appropriate alternative agreed with the care team so the routine does not depend on one outing or one outdoor space.

## Make a carrier journey feasible before relying on SEPTA

[SEPTA’s Code of Conduct](https://wwww.septa.org/about/policies/code-of-conduct/)
 allows pets on its property in standard sturdy pet carriers. Build an ordinary appointment plan around that requirement: who carries the puppy, handles doors and transfers, and meets the family at the destination? Check the actual route and any access needs with the operator.

A breed label or small body does not settle whether a particular journey works. Discuss an appropriate carrier and handling plan with the puppy’s care team, and allow calm practice at home. Name an alternative adult and transport option if the planned trip becomes unavailable or unsuitable. Confirm professional care and transport arrangements directly; a city guide cannot establish a clinic’s appointment availability or an emergency journey.

## Compare the three breeds through the individual puppy

Ask for information about the named parents and the puppy instead of treating any breed or mix label as a guarantee of adult size, temperament or an allergy-safe coat.

## Confirm a backup person and a place to go

 includes pets in household emergency planning. It advises taking pets when evacuating, arranging help if you cannot return home and identifying a place outside the neighborhood where you and the pets can stay.

Apply that advice to a real agreement. Confirm who can collect the puppy and whether the receiving household can accept it. Keep records, veterinary contacts, carrier or leash, food, water and any prescribed medicines accessible. Recheck the destination’s permission and capacity rather than assuming a shelter, hotel or boarding service has a suitable space.
